If all you want to do is stay in one place and do lots of tours, then there's really no need to hire a car. All the tour companies offer hotel pick up and drop off service, so no need for a car.
If, however you want to get off the beaten track, then you must get a hire car.
There's lots of attractions close to the city that don't require too much traveling and a lot of them are just walking distance away.

There's lots of Australian history right here, and to see bit of Cairns history, the Pioneer Cemetery on corner of McLeod St. and Grove St. is only a couple of kilometres away from the centre of town. You can either walk there or hop on a bus and jump off at the Grove and Sheridan Street intersection.
Flecker Botanical Gardens are approximately 4 kilometres from the city centre. Walk north up Sheridan St. and turn left at Collins Ave. If you get too hot while walking, stop off at Tobruk Pool for a quick dip.
Cairns Central Shopping Center is in the centre of town and next to the Cairns Station, so to stay cool, spend your day shopping here or the other great shops in the Cairns CBD.
Cairns Esplanade, Lagoon, The Pier Complex and Marlin Marina are all easy walking distance from the city centre, so probably close to your accommodation if you're staying in the city.
The Cairns Library in Abbott St and the Cairns Regional Gallery on the corner of Shields and Abbott Sts. are both right in the centre of town and about a 2 minute walk to each, from the city Mall.
Both are at the Center of Contemporary Arts in 96 Abbott Street.
If you love theatre, then you'll love Jute.
For those who like to gamble all their hard earned cash away, the Casino is a 2 minute walk from the centre of town on the corners of Abbott and Spence Streets and The Esplanade.
You can also visit the Cairns Wildlife Dome on the top of the Casino. The glass dome above the casino was once a restaurant and show venue, but then it closed and lay vacant for about two years.
Finally they re-opened it and is now home to many animals, birds and a 4 metre long crocodile named Goliath! One pretty mean feat to get all those animals in, especially Goliath who was "craned" up into his home.

I think Sunbus is the perfect way to get around and see the sights. You can also get to the Northern Beaches fairly inexpensively this way.
We always take the local buses when we travel and it's a cheap and easy way to get around to see everything.
Some of the major tourist attractions are close to public transport, why not catch a bus?
